How Can I Delete A Locked User Account In Windows

I understand he formatted it but his name still appears in the users register, it’s locked and I can’t remove it. This is also preventing me from any Homegroup network sharing.I can’t get to see my movies on my big tv.

I’d appreciate any advice on this, I don’t really want to re-install Windows again, and it didn’t seem to work the first time anyway.
